What was hard
[To write with Lorenzo. Candidates from the record: a live, flowing stream as the work site; a change of contract edition between stages with the same client and team; the Hayman Park wetland running at the same time for the same programme.]
Outcome
Stage 1 complete in 2026. Stage 2 is the first contract on which we hold the Independent Certifier and Contract Administrator roles under NZS 3910:2023, functionally independent of each other.
What we did
Urban Solutions was Engineer to the Contract for Stage 1 under NZS 3910:2013, delivered in 2025–26 alongside the Hayman Park wetland for the same Puhinui Stream Restoration programme.
For Stage 2 the client moved to NZS 3910:2023. The 2023 edition splits the old Engineer into a Contract Administrator, who acts for the Principal, and an Independent Certifier, who makes the certification decisions impartially. Lorenzo Canal is the Independent Certifier and Kirsten Dovey the Contract Administrator. The roles are undertaken by separate individuals and remain functionally independent at all times.
The record
Every instruction, decision and certificate states which role it is issued under. The contract registers, minutes and payment documentation are maintained to an audit-ready standard, which is what the 2023 edition expects and what the client’s own quality framework asks for.
