We prepared the 2019 preliminary design alongside Thames-Coromandel's business case, secured fast-track consent in March 2022, and administered two construction contracts — earthworks and roading, and marine structures — through to opening in June 2024. When post-consent prices rose, we supported the council's bids for additional funding.

What was hard
Consent arrived under the COVID-19 Recovery (Fast-track Consenting) Act 2020 for the full scope, but post-consent pricing rose and the funding had to be rebuilt. The new freshwater NES would have hindered the original scope; wetland mitigation at a nearby site was proposed and delivered. Works ran around the banded rail nesting season.
Outcome
Opened 21 June 2024. About fifteen disciplines were run as one team under a single accountable lead.
What we did
Urban Solutions led the project for Thames-Coromandel District Council from the 2019 preliminary design and business case, through fast-track consent, procurement and construction. We acted as Engineer to the Contract and Engineer’s Representative under NZS 3910:2013 for two works contracts: earthworks and roading, and marine structures.
The team
About fifteen disciplines, assembled by us and run as one team: marine structural design by our specialist marine and coastal structures partner, with geotechnical engineering, land and hydrographic survey, planning, ecology, archaeology and river modelling specialists alongside.
“Lorenzo and his team worked diligently with local community groups and ecological experts to ensure that the project was environmentally responsible.”
